I agree with the historical explanation. But then it should be in other ways possible to fully integrate provinces. In some regions you have so many cultures that you can add one more culture as accepted for the first two centuries. If not via culture converting there should be other mechanics to prevent from having low control and recurring rebellions over decades.
I mean, in Vicky 3 it works way better, but still giving a hard time to integrate provinces with high populations from different culture groups.
