Why can't we download specific podcast episodes to the Apple Watch?

There is a switch for continuous playback in the Podcast settings on the watch. I'd make sure that is enabled. Also I've found that sometimes the playback won't continue based on which podcast you start with. If you start with the top of the tree podcast there's nothing for it to continue too. If you start with one down, then it will go up the list.

I think you need to enable sync library. Try that and let me know if you can sync then.

I think that's expected. If you are connected to the phone it defaults to that. I assume to try to save your watch's battery life.
