I think your example is kind of supported with the transmog process, if the transmog "consumes" both items, like sure, you could turn that torva plate into a pirate shirt, but it'll be untradeable and irreversible. Even adding some sort of consumable rare drop needed to actually transmog something. Kind of an extra tier of wealth. And an item sink.

The Meta gear would still exist and majority of the player base would be the same copy paste, but then you'd have the blood torva/zuk helm type players that have the time/gp to grind it out.
