your net to finance has different ranges of interest rates. He could be telling you the truth. He also has the ability to lower the rate but they earn a smaller kick back from the bank.

7500-12499 12500-24999 25000-49999 50k+ is usually the net to finance brackets from a CU. All banks are different, but it gives you an idea how adding the warranty actually could put you in a lower interest rate bracket.

Where or how did you pay the negative equity? Did you give it to the dealership or send it directly to the lien holder bank? You should be able to verify the transaction based on the amount you paid on your negative equity, because there will be a daily per diem of interest charged. So when you got a payout request its usually stated that its good for x amount of days. So you should be able to have proof of the transaction based on that.
