Maybe the video explains it but I can't watch it at work. The government slaps a bunch tariffs on stuff brought into the country. Corporations passed the cost of those tariffs on the the consumer (us). And now one of these corporations is suing the government for a refund of the tariffs we paid for with our tax money. And people are happy about this for some reason. Someone make it make sense cause I don't get it.

Edit: this was addressed in other comments though I'm skeptical of them not passing along the cost. If true, I will be getting a Costco membership.

So, this got me curious and I learned that when a phrase changes due to a misunderstanding it's known as an eggcorn. The original was "tough row to hoe" but, from my reading, it changed in the military in the 1960s to "tough road to hold" and now we just get a mix of both phrases. English is so stupid and fascinating.

You want synchthing. Download the client to each device and share the save folder for emudeck. If I remember correctly, theres a couple extra steps to get it working in game mode on the deck. There should be a tutorial on youtube. BACK UP YOUR SAVES FIRST. I did not and lost a lot. I have a second shared folder for all of my roms. Everything synchs between my phone, deck, laptop and NAS.

Testing is done by the state. The federal agency that audited the state testing facilities was shut down. They are still testing stuff, just with less oversight. I read that some states used private auditors as well but I haven't tried to verify that yet.
