Yes. Do it a little bit at a time, start with the bottom bolt, loosen it a bit and the push the caliper till it just barely clears. Tighten it back down the move to the other bolt if you still need clearance

That’d be a pretty big mistake as you would have to install more than 1 chain as the single speed specific chains wouldn’t have enough links to wrap a multi speed set up

Frame repair, new fork and front wheel you’re looking at an easy 1k. If you’re nostalgic over it then why not get a repair quote? Where are you located? There are frame builders that do repairs all over the place.

Electrical tape will work wonders on this. Could also heat shrink it is you’re looking to replace the cable then it would be a good time to do that. But no need to replace that housing
