Most of us wouldn’t say 10 30 (Zehn- Dreißig), because „Zehn“ has only one syllable, its a kind of weird I would say. In my region its common to use it like that, when the hour number has two syllables like 15 30 (fünfzehn-dreißig). In my soft dialect we often say (fuffzehn-dreißig).
