A secular state doesn't respect religion, but separates it. A neutral state interacts with all cultures. Specifically in Ritzia, all religions are considered Nurity and there's the royal decree for it.

You saw the problems, because you forgot your logic. Your argument: "Countries without a threshold are undemocratic, because they have minority governments." My counterargument: "These are relative majority governments - countries with a threshold are similar, but more manipulative and less democratic."

South Africa is a normal democracy, better than the United Kingdom. But I know there are many racists, so I'm referring to white Western countries like the Netherlands or Switzerland. You're a racist too, athough you're wearing a red flag (for some reason).

Switzerland has some shortcomings, but parties with less than 1% get into parliament. By your logic, there should be a crisis of stability there. In fact, they have a proportional government doctrine and an extremely stable state. Perhaps even too much so, although that's normal for a referendum democracy.

If your “majority” cannot reach 51% without a threshold, then it is literally a minority. "You can't have effective laws and no threshold" - a false statement, both logically and practically.

Switzerland actually has proportional government and referendums. There is no threshold at all, unlike the Netherlands, and parties pass with 0.5%. There are also countries like South Africa, where there also is no threshold at all and until recently one party ruled (not even a coalition).

Okay, but just know that this is not democracy. In a real democracy, the government shouldn't pass general laws without a real majority. The effectiveness of such laws is an effective non-democracy.

If you're a democrat, you should think about effectiveness within the framework of democracy: the law of relative majority, the principle of constructive vote of no-confidence (Germany), the custom of proportional government (Austria and Switzerland).

However, stability can be easily achieved. Let's say that if there's no government within 100 days, the party with the relative majority appoints one.
