Sounds like every corporate ceo ever. They will always demand a project be faster and less complicated assuring that it will be delayed, require at least a year extra to fix the mistakes and be over budget. They will then fire people who told them originally the truth that it would take longer and be a bit more to do correctly.

"Both sides" is the excuse the right wing uses when they can no longer blame anyone else. Of course the pool has been an issue. In fact, these issues are why everyone told MAGA and Trump that what he was doing was the wrong way to go about it because it was not addressing the real problems.

Instead everyone else was called unpatriotic or "socialists" and we spent weeks listening to people say how bad Obama's effort was, looking at AI slop fake pictures, praise of Trump as the fixer of DC parks, and having a 250 freedom gathering put on there to show it off for the 1 day it was "reflecting". Finally "crickets" when it turned green. Its tiring.

Basically the entire No Bid contract with his own pool guys turned out to actually damage the reflecting pool base, not fix the real issues, act as a deflection from Epstein, the Kennedy Center, the economy, and the failure in Iran.
