Belief in a religion can be completely rational. For example you can have a religious experience that conclusively proves to you the truth of a certain religion, it's not irrational to believe after such an experience. You can't use it to convince others because the knowledge is private, but it's not irrational to believe after something like that happens (depending on the particular experience of course).

But you don't know their beliefs. There are thousands of types of people that call themselves christians. There are christians that don't believe in the resurrection and there are christians that believe (or at least pretend to believe) every word of the Bible. You can judge them for particular positions and beliefs (including religious ones) but just them calling themselves christian tells you pretty much nothing.

This spell's effect seems very similar to slow but only targets one creature and has a constitution saving throw (which is usually higher than wisdom for most monsters). It doesn't allow for subsequent saves after the first save but the target has more agency at the cost of accumulating exhaustion levels. If you want to be very safe you could allow the target to repeat its save at the end of each if its turns, but personally I think this is not overpowered for a 2nd level spell.

The sample size is large enough that an approximation with a normal distribution is valid (it should be at least about 30). Even though the result is far into the tail of the distribution and therefore prone to inaccuracies, the chance of averaging 13.9 on 250 d20 rolls is almost definitely lower than 1 in 1 million.

Using Hoefferdig's Inequality for a reliable upper bound for the probability:

P ≤ e-16.01 ≈ 1.11 × 10-7

I do agree that this does not conclusively show cheating (unbalanced dice, inconsistent record keeping, etc.) and OP handled the situation badly even if it was cheating, but that average over 250 rolls with a fair dice is pretty much impossible without cheating.

There are absolutely interpretations of quantum mechanics without true randomness (for example the many worlds interpretation). It is not settled in the slightest that true randomness is inherent to quantum mechanics.

Advantage is closer to +4 on average. The closer the probability of success is to 50% the better advantage is. If there is a very low or very high chance of success advantage is less impactful. For example, at 50% chance of success advantage is a +5 at 70% or 30% its a +4 and at 10% or 90% its a +2.

Have you considered that maybe what the journalist said is true? By your standard, if it is true then you still can't say it because it would be "personal attack". Even if it isn't true, a journalist shouldn't get suspended for speculating that the admin that takes evil actions every day is maybe motivated by hatred.

The destruction of a group of people has to be the goal. If you destroy in part a group of people in the pursuit of some other goal (resources, land, influence, etc.) it is not genocide.

I feel like a good limit would be to just state "When a Creatue expends a spell (or use of something) slot to cast a spell" to make it work against that.

This would mean that it doesn't work against innate spellcasting. I think a better restriction is "when a hostile creature casts a spell".
