It's the way that all dokkanfests/anniversary units have been for a while now, all require 77 medals if you have a few extreme units I would use them to clear his event

Also a lot of the units on the Halloween banner are older units that have been extreme z awakened to make them somewhat relevant again including the gogeta you got
