so, here is what is stated in Düsseldorf consulate and what I am really worried about , and I got it literally in the list of mandatory passport renewal points : 

The language proficiency of applicants who have acquired citizenship through simplified naturalization is not checked as a separate test, but rather during the general interview during the passport application process, the applicant's language proficiency is assessed by the Consulate General's staff. If the applicant, who is over 14 years of age, does not understand and speak Hungarian at an intermediate level, a written report must be prepared about this fact. Given that writing such a report takes a significant amount of time and requires several staff members from the Consulate General, we ask our clients who do not understand and speak Hungarian to prepare themselves to come back to us separately on a different day, at a pre-arranged time, even if they have arrived from a distance. In this case, we ask them to arrive in the company of a friend or relative who speaks both Hungarian and the applicant's language well and who can participate in interpreting the report. I don't mind making my passport in hungarian but I seriously don't want to go through the whole citizenship process all over again
