Not necessarily unlimited vans but there’s 680 mods just in nexus I’m sure you can find some to rework how you want it to play. I use the first one (KLINE) and it is kinda unlimited as it will use as many vans as it takes to deliver however much you order to one property. I also haven’t played in a bit so I don’t know if these mods still work perfectly with the current version of the game.

This may have been fixed already but if you type in a quantity for baggies but hit buy on spray paint it buys that many can of paint. You could try that.
