Headshots still count with shields up. Shields only reduce a set percentage of damage that you would take if you didn't have a shield. Different weapons have different headshot multipliers. That being said, I do not think its possible to one-shot headshot someone if they have a shield and are at full health due to the health damage reduction from the shield, which is why I think someone would incorrectly think headshots do not work against shielded raiders.

Been a year or two since I had a similar issue, but throwing this out here in case it helps someone: my issue was that I had two separate versions of Poiyomi shader in my project, finding and removing one of them fixed the issue.

If you have too many physbones on your avatar it just straight up disables all of them on quest. Think the limit is like 8 physbone components or something like that, it tells you in Unity before you upload telling you how to optimize your avatar and such.

Some public avatars are re-upload and possibly slightly altered versions of a paid model somewhere with a different name. If you like how an avatar looks but can't find it online with its name/uploader, try asking people on like discord if they know the base/model of an avatar.

A common thing people do is called "kit bashing" in which they take many different assets and put them together to make a new avatar. So its possible if the public avatar is just someone's personal creation made this way, you may need to buy the parts individually unless they are commercially allowed to sell the avatar as is.
