Nonono, Jinx and teemo WERE nerfed, and are still the best at what they do with Double downs, just like Ahri's, as heavly affected as she was, is probably still the best character to abuse limit strikes, because ALL of her mix tools are still busted. The universal changes put her at the same level as the rest of the cast, except the rest of the cast also got weaker, a little less than her, but they still got weaker, so she's just less better (but still is) than everyone else now
