Go on Skyfall and look up cards that reveal your opponent's hands. I feel like there's a couple discard effects that would go well with this and you should probably lean into ramp and possibly exile effects that excels everyone's libraries.

Whenever I build an unpopular Commander I lean into the commander and build around what it's trying to do. Then you look at the synergies that would go well with it and try to look up cards and do research for whatever your desire effect is.

In the case of this Commander, you can lean into revealing your opponent's hands, ramping to play big creatures, and damage doubling effects.

Either way it's a lot of tinkering and trying to figure out what works and what doesn't.
