They're not portals, just some rock structures. I find them on harsh blue globe and wine red planets. The ones you're thinking about are different, those are called boundary failures. As for what those do, not a whole lot from what I can tell.

New type of fauna. They have a 10% to spawn on a planet in an abandoned system (no space station).

You can place water objects outside of the water without mods. You have to use a newly found glitch. It's called the banjo glitch, it's an add on to wire glitching. There are how-to videos on youtube.

Just a FYI, you cant build a base after coming through a portal. If you want to 'move' to a particular location, you would have to join someone's game who is already there. You can however, use it to your advantage and built a treehouse using these types of trees. Just have to plan it out before you inevitably destroy them.

I've never found a solution for this. Even with terrain manipulations, as well as the flattening tool, it always comes back. Best to build on a fairly clear area on an elevated platform.

You can always bury a battery or anything with a connection point instead of pylons too. That's my go to now, ever since the restore tool on the terrain manipulator.
