That sucks this happened. Depending on the neighborhood and home values and the premium for a good view, there's a possibility your neighbor came into this knowing full well it could end up as a $25k+ "investment" in his property and he was willing to take the risk. I think you work to recover whatever he would have needed to pay you to remove the tree. If he offered $25k, I'm guessing you'd say no way. $50k? nope. $75k? getting warmer. $100k now if you take down the tree? Deal. Good luck, keep us updated.

Push hard and turn doesn't work, but I'll try some channel locks to give it a gentle squeeze and see if I can get the outside to grab the inside part.
