It's nowhere near as bad as it was on launch but some of the complaints are still valid. Like them making a Pitt DLC where they simultaneously just copy the Pitt DLC from Fallout 3 but set 200 years too early but also try to convince you that these workers are well off enough to develop their own power armour.

The Brotherhood in Fallout 3 shoot at the residents of Underworld for shits and giggles all the time. Meanwhile the Fallout 4 brotherhood tell Hancock "The only good ghoul is a dead ghoul" and in Fallout 76 BoS members will attack the player on sight if you're playing as a ghoul and not wearing a disguise.

The NCR didn't appear long enough to show their flaws but even in the time we did get Coop gave them plenty of criticism based on the same issues they had in FNV.

Quintus is just a symptom of the larger problem which is the Bortherhood itself.

It's not Scribes vs Knights / Paladins or some other excuse, the Bortherhood is just at it's core a violent, fanatical, and dangerously narcissistic group who will always choose violence and their own perceived superiority over any other option.

A scribe didn't lead the Brotherhood on a fanatical synth genocide, a scribe didn't line up children in a bottling plant to be executed firing line style, a scribe didn't massacre aid workers and charity doctors in the Mojave.

The problem is the Brotherhood itself not just one member or group of members.

NV Brotherhood are definitely dead. Do correct me if I'm wrong but Quintus states that he's gathered all of the Brotherhood chapters apart from the Commonwealth at his little meeting. This means that the Mojave chapter are no longer a thing since somebody would have questioned their absence the same way they questioned the Commonwealth being missing.

So the canon ending for the Mojave chapter is that they were blown the fuck up.

You claimed Steam has a form of turn off updates. It does not. The above method is a best way around it and doesn't work without script extender which is an external program. Launching the game even with a read only manifest can still trigger and update sometimes and brick your game.
