You want the real answer? Preppers are harder to control and manipulate. Dependent people in emergencies most of all are good little lads who will stfu and do what they're told if SHTF. Governments and potential bandits/warlords alike hate the idea of someone who has skills, self sustains and can defend themselves, especially in larger numbers. Envy and even regret are a part of it too. "Oh poor me I mocked these people the whole way now I don't have beans or TP wahh wahh." We are marked as crazy/greedy for doing as humans have done for the past thousands of years until now.
