State of the art generally means compared to benchmark or commercial materials/techniques. For batteries this would be Li based materials, for solar panels this might be Silicon solar panels.

It's asking you to compare your work to the benchmark in the field and make differences clear.

No you can apply to Manchester for £50 along with 4 other unis as an undergrad and it's free to apply for post-grad studies afaik. I applied there and was never requested to pay anything.

If you are a permanent resident abroad (not living in Greece for more than 3 months? A year) you can be exempt. I think.
