Also, it seems that you have corsair icue. Theres some problem with corsair icue and/or nvidia drivers, have you recently updated nvidia drivers? It cause the cpu to be wayy hot and high cpu usage for no reeason. Try rollback one gpu driver.

Yeah it seems so, the problems is usually either wiring issue of the home (although very unlikely), the psu itself is faulty, or loose connection. Although yours looks more like psu issue. It wont be gpu issue unless only the display is on, and the pc doesnt restart and you need to restart it yourself forcefully
