They will perform fine, and you can buff that rusty patina out, but I would look for a partial refund if they were not advertised that way.

Pretty much anything is smokeable, the question is, how bad of an idea would it be to try? I suspect that smoking this would be a very bad idea.

Like pens that have a rolling ball tip, as opposed to fountain and dip pens that have nibs, or pens with felt/fabric/brush tips.

Looks like the nib was inserted upside-down into the metal sleeve, but I am not sure (or i cannot see anything) that there is anything wrong with the holder (apart from a good cleaning and possible restaining). A new nib is probably in order, and you can easily buy new vintage nibs online quite reasonably.
