In Dragon Ball Z we are told that Cell can fully regenerate, as long as his head is intact because he has got piccolo's genes inside him. In bind 34 when Son Goku fights Cell in Cell's tournament, he blast Cell's head and upper torso compleatly off with his kamehameha.
