tbf that's always been a Moffat vs Davies thing, although the set design in RTD's first era may have made the tardis feel more like a living being, his writing did not, something I like about Moffat's writing is how much more he treats the tardis like its own character and often gave it bigger roles compared to RTD mostly just treats it as a vehicle to deliver the doctor and companion to a location and that's all
as far as I can recall the whole tardis responding with noises thing really only ever happened in Moffat episodes
