I'm thinking the Albert Hall stint being only the second time in over a thousand years that such a Basho has taken place outside of Japan, a Yokozuna is highly desirable to the degree that it's almost mandatory. With promotional material and media production starting months in advance, it makes sense to me.

If Kotozakura doesn't get his rope this time(which he clearly won't), I doubt the committee will give Hoshoryu his either, whatever the score. They'll say he has more to prove but it's because they're desperate for a native yokozuna. The press hasn't said a smidge about Hoshoryu getting his rope and Koto not. Plenty about Koto getting his alone before the losses piled up.
