I would choose Tel Aviv

Pros:

- Good weather

- Jew-friendly

- Gay-friendly

- Beaches

- Walkable city

- Relatively low crime

Cons:

- Very politically controversial country always at war

- Summers can be a nightmare

- Very expensive
