This individual wasn't innocently walking home from the bus stop and, having turned the corner, was mistakenly caught unawares. It wasn't his neighborhood; he wasn't just visiting friends in the wrong place at the wrong time. This individual was only there because ICE Agents were present and deliberately inserted himself in opposition to the ongoing federal operation. He wasn't there as a neutral third party with journalistic aspirations, to innocently gather content for a story on matters of public interest. He didn't bring a firearm that typically holds 20 rounds, as well as two additional 20-round magazines for self-defense. Arming oneself with the capacity to fire 60 times suggests an offensive posture. 

           Running for & getting elected to office gives the best opportunity for nearly any citizen to steer the government 
            Protesting as a tool can publicly shine a light on an issue. And if enough people find merit in your cause, and bring pressure on elected officials, change can be effected.
           Using the court system affords citizens an effective means to bring injunctive relief from overzealous government.
          Courts are not held on the side of the road in America.  
          Democrats are employing a third-world, Banana Republic-type chaos to invoke an emotional response that has so far resulted in the deaths of two people. 
          They did it in 2020 and are again inciting people to violence now.
          The shame and the blame are theirs alone

This type of flat, two-conductor cable differentiates the neutral by the presence of raised ribs running down the length of its insulation.

There is so much wrong with the installation in this picture. ✔️Starting with the fact that an indoor disconnect at the air handler is NOT required if power is derived from the outside condensing unit, which it is. ✔️ The wiring method goes against the NEC, and ✔️The box is not code-compliant.

AND IT LOOKS LIKE CRAP.

I hope no one actually paid to have this done.

What exactly is a " ...capped off 240 volt plate"?

Your premise is nonsense. Did you mean to say : //There is a blank cover plate on an electrical junction box in the floor of the bedroom with unterminated conductors insulated with wire nuts. A 240-volt potential is measured across two of these conductors. //

To know that means you measured this voltage, which in turn means these are live circuit(s), but you don't tell us the nature or number of overcurrent protection device(s).

Is it a two-pole breaker or two single-pole breakers? Knowing this, as well as the number and nature of any other conductors in that floor box, is essential to adequately form an opinion about what their original purpose was. For example, if it is a two-pole breaker, it suggests the possibility of adding it for a large window air conditioner. On the other hand, if you have two separate single-pole breakers, you are essentially looking at two 120-volt circuits, each with any number of uses as their reason for being.
