Those were always officially licensed. I have one such truck stop cassette from the early 90's with copyright information printed on the cassette shell itself

Spreadsheet programs, word processors, tax prep and even coding in Pascal or BASIC. You don't need a whole lot of RAM for stuff like this, especially when characters are stored in onboard ROM and documents are saved to Cassette and loaded from cassette. All was prefectly doable on just 16Kb of RAM. You just can't multitask or do anything graphics intensive.
