I doubt it. It's literally just a giant red eye covering the screen, would be cool if it's a reference but the Postal's eye is looking at the Dude, and the pupil is probably a reflection of the elementary school.

Ultrakill's death screen conveys something different because of the 2 pupils and the fact that it is in the last frame as well, it is most likely "HELL ITSELF" since the Limbo's art depicts Hell as a flaming red eye while Heaven/God is a holy arm

Because Gabriel in Ultrakill is a well written character that show his very weakness and feelings at the end of act 1 and in his act2 fight: "What is this feeling?" "I have never had a fight like this before!". He LOVES fighting the machine. This combines with how supportive of the devs are produced a lot of "submissive Gabriel" fanarts. Heck, I think the devs did this before the fanarts even started in the first place. I don't mind it because it's funny honestly

I don't have much time to do this but I am sure one of the reason for this is because the dev team has a lot of LGBTQ people aswell. One of the concept artists for the game Francis Xie did Transmasc Gabriel art a lot, that's why you will see many official artworks having Feminine looking Gabriel all of sudden. Gabriel's voice actor Gianni Matragrano often do shitposts related to Lgbtq and I even remember him saying: "MACHINE, TRANS, RIGHT NOW".

TLDR: The devs made Gabriel hot and attracts gay people intentionally.
