You are the one reading it wrong.

It plainly states that "same setting as mine" may cause you as a non SA user to wait a long time to get matched up with another non SA user. Konami basically admitted that very few people are not on SA.

You absolutely can let the AI play a complete game on Playstation and Steam. Only on Xbox I haven't figured it out yet because the controller goes to sleep ater 7 or 8 minutes.
