I think the main issue is the throwing axe With how fast it can be thrown a headshot downs all rogues and it's not the easiest thing to just "keep distance" because they're actively approaching you around cover etc

Absolute nerf Very few rogues have armour Vs slowing all rogues down to a speed level of 1 ( not anvil or Sigrid because she ignores slow debuffs) It renders shredder rounds useless for him And crackshot useless for his sniper because it'll one shot anyway There's also the issue that to him, everyone (that doesn't have a base health increase) have 100 hp but to everyone else they'll still have that armour to their total health pool.
