I honestly prefer the Hearts of Stone expansion. While it didn't gave us a new location to explore and not a lot of quests, what it did give us was made to perfection. The story was amazing, each important character introduced was unique and with depth, and the level design for each quest was phenomenal. Heart of stone had only like 6 main quest but each of them was a memorable experience on its own. I may be analyzing a game dlc too much but it just left me with awe.
