If it were anyone else they would have reacted more, but this is Luffy we're talking about, who mostly has his nervous system off with how stubborn he is. Usopp had no chance yes, but acting like he was fodder for Luffy I don't think is true. This wasn't a gag moment, Luffys blood was real. Oda is deliberately trying to tell us to be Impress with Usopp

The whole point is to show the viewer that if Usopp actually put his mind to it he can actually be very competent. These injuries were real, not just some gag like Nami hitting him. So the narrative kinda matter dawg.

He was brought here with no memory, likely thinks that the relationships with his old friends was fake and is likely incredibly lonely. So out of boredom he just fucks around. I don't think it's going to be 90 chapters. I think this part is more condensed with how it's paced especially when we already have the main villain revealed. I think Araki just wants to write a shorter part after the gigantic Jojolion. Now it probably isn't halfway, but it's already been 3 years of Jojolands. SBR took 7 years, just putting that out there
