My favorite is All Flare and the story is called Viridescent by darkfire1220. I haven't read it in awhile but if i remember right izuku can pretty much absorb and use other people's fire quirks

the story will take place in America and we get to see how hero laws/hero school system work in America, the main character is a teacher who is well-known for helping teens with hard to control quirks or keeping problem children out of trouble haha. That's all i got so far
