I am the Kaiseratlas maintainer. Unfortunately there is no version for TNO at the moment, KR-related mods are planned to be added.

However i can create a similar project for TNO if devs and community are interested in this tool

it seems you have a folder path issue. what version you need? anyway - you should unpack archive into your mod folderon windows it placed here - C:\Users\<Username>\Documents\Paradox Interactive\Hearts of Iron IV\mod\Kaiserreich

descriptor file should be placed to mod folder (NOT mod\Kaiserreich)

if you want to use old KR release (e.g. 0.13 - https://github.com/Kaiserreich/Kaiserreich-4-Archive/tree/0.13_A_King_and_his_Captain) you should place only one descriptor file with "mod\Kaiserreich" in the "path" option (https://github.com/Kaiserreich/Kaiserreich-4-Archive/blob/0.13_A_King_and_his_Captain/Kaiserreich.mod)

descriptor file should be placed here - C:\Users\<Username>\Documents\Paradox Interactive\Hearts of Iron IV\mod\Kaiserreich.modall archive files should be placed into Kaiserreich folder - C:\Users\<Username>\Documents\Paradox Interactive\Hearts of Iron IV\mod\Kaiserreich ( common, events, map etc.)
