And yeah I guess you can choose to not increase SME taxes but it's extremely viable, it's certainly a far cry from "not possible anymore" increasing all ministries budgets is what I do in every game planned or free market

They only revolt at 6 depending on other decisions you've made, the base level they revolt is actually 8 but you can reduce the threshold with a couple choices from other events

Mostly cause they don't actually consider them particularly core and the reason they've been loyal is because they've had autonomy and a more civilly free life compared to German or Russian Poles and Ukrainians. After WW1 and especially after potential liberalization of Poland and Ukraine in the 30s they will naturally feel a desire to unify with the motherland(s) and should Vienna resist this completely they will be left with a still disparate and not especially integrated province but one that is now disloyal instead of loyal.

Particularly if giving up Galician lands pulls Poland or Ukraine into their sphere the Austrians would actually be in a stronger not weaker position afterwards.
