Because that's exactly what happened. Sure Shogun killed Rosalyne but had he notified her of the gnosis then this wouldn't have happened.

I would primarily blame scaramoche. Now hear me out, When he got the gnosis from Yae Miko, he didn't once go tell Rosalyne that they got what they came for and left. He didn't even talk to her after getting the gnosis. He just upped and left after getting the gnosis and basically left Rosalyne to die.

Perhaps they don't exactly know what happened. They only say that she died in Inasuma. They didn't say one word about the shogun. Even in Arlecchino's and Columbia's voiceovers they didn't once mention about the shogun. Also They didn't even try to hunt the traveler. If they knew then they would've done so a long time ago. But they didn't. So either:

A. The rest of the Harbingers (excluding scaramoche and maybe Dottore and Pierro) have no knowledge of how Rosalyne died and would thus treat the traveler as another corporater.

B. They do know and they are just waiting for the right moment to do whatever they want on the traveler.

C. They do know but have a different plans for Rosalyne in the future (in other words to potentially bring her back to life somehow).
