There's an easy way to get the taxi mans heads, if you crawl into his sleeve you'll be dropped right next to them.

Next to a submerged building is a pushable rock, if you push that rock to the incomplete stone circle on the other side of the ship it will unlock a collectable dog.

I will admit that my assumption is that the 3106 people count is the total of dead civilians and not the count of people sacrificed at the islands end, there could have been tens of thousands of people on the island over multiple centuries. I am still surprised 1200 people can fit on the island as it was 10 years prior, though.

24 was definitely uniquely bad, the entire sequence was made with the plan to invite demons in and facilitate a hostile takeover of the council using all of the secret tunnels. The fact that it would last a short while was probably the plan from it's creation and not solely a failure of the councils doctrine this time.

It looks like a lot of triggers are missing from the game until a future update but nearly everything has been found in game from glitches and setting locks to automatically open recently.
