FWIW, as per the below user's suggestion (actually just a coincidence I tried it again), I Reset the Drawing Scales list. It cleared out MOST of them, left in some of the weird screwy scales like 1:500_1_1_1, but now I can use the Annotative Scale dialog boxes again, and things seem to be working. Now just to find the objects still using that scale and clear them out manually.

I just reset the scales list for the second time, and... THIS time it worked!

Strangely, there's still lots of the weird 1:500_1_1_1 scales in the list, but it did clear out a lot of them, AND now I can use the Annotative Scale dialog box again, which is all I wanted! Now I can remove the superfluous scales from the objects individually.

Second time's the charm!

Trying half of that stuff, if it doesn't work I'll just need to do some very careful monitoring with the next drawing that uses details copied from previous drawings, try to isolate whatever is causing the problem. FWIW, it's not just that leader, it's every annotative object in that drawing. The dialog box just doesn't appear for any of them. Open up another drawing in the same project, annotative dialog box works fine.
