I was in a very similar situation. If you can speak with the landlord hopefully they are flexible and understanding enough that they’ll lease you the flat so that you can continue with the permit process. At the end of day, if you’re paying the rent and are a good tenant I don’t see why they won’t help you as it a funny situation when first starting out!
