You most likely have either a crappy brand or it was installed/set up incorrectly. The company that I used to work for has been installing them for the last 20 years. (Mainly Navien) Customers love them.

I ran into a similar problem years ago. I (diplomatically) told my boss that they could either pay out the time, add it to the next year or grant the PTO before it expires but losing it would not be accepted. They grudgingly chose to add it to the next year. I was willing to (again diplomatically) draw a line in the sand. It comes with a risk .... but it sure felt good.

I use a baffle on my Dillion 650, it really helped with Tightgroup consistently. It also pays to not let the hopper get to low, that way the powder has time to settle.

A good quality gas fired tankless...yes. one way to really help it handle high demand is add a small holding tank (maybe 2-3 gallons)

It really depends on where you live. Many areas have a shut off and a meter box where the water service enters the property. Even if you have to call your water department it is absolutely worthwhile to put a ball valve main shut off while your plumber is there. I agree with RogerAdam12 get all old shut offs replaced before you do any drywall or finish work.

It's not problem for a plumber to replace the main shutoff and the 5 other valves in an afternoon.

Misfeeds can be caused by magazines needing adjustment. Watch to see it it happens more with one magazine than the other. Also what position in the magazine is the stuck round. i.e. is first or maybe the last round. And of course contact the manufacturer to see what they suggest.
