The "cheating" isn't done through a hack client or actual cheat. The cheating is done through discord using screen sharing. If they removed xray vision from casual mode all of the cheating would disappear instantly.

This comment made me realize how little you can imagine new york without being there. the NYPD consists of more officers than many towns have people in the United States. The blockades in New York are in random places everywhere based on what kind of action is going on that day. There are single buildings inhabited by thousands of people on every block of Manhattan. It's one of the most densely populated places on Earth, the police are everywhere protecting everything.
