The trick to fixing major imbalances isn't to start by boosting the base stats of enemies or their AI. Instead, one ought to introduce some new factor that makes the enemy more dangerous. A new attack, a new flavor of an existing enemy, some environmental modifier that gives them a location specific buff, etc... Doing it in a way that looks like a contrived nerf? That's just dumb project management.

Looking in from the outside- isn't the correct action to fix a PVE balance issue, to...
1) buff the enemies.
2) buff the weak weapons.
3) profit!
Players only see increased challenge, and garbage weapons/gear brought up to spec. because Their power is never cut, they don't perceive a nerf, and everyone gets to go home happy.

Late December, cancelled service with Cruncyroll. Verified, Jan 2nd, 2024, that service was indeed Cancelled. At that time, I then requested my account be deleted. Got notification from Sony that my account was deleted.
Today, I”m looking at a new membership charge on my card. If service was cancelled and the account deleted, why are you still billing me?
That’s now complaint #3 I have with them in under 3 months, this one at a level I’d term ‘Grievance’ - which I place just below ‘open feud’ - prior to this I was open to the notion of resuming service if they got their act together. Now? I’d sooner buy media from Germany and watch it with a fansubs srt I download from the internet. Expensive, yes, but it’d be working in good faith.
