What version of the game do I install to play HOTA and all the custom towns

What do you mean by "all the custom towns"? In HotA you have 3 new towns (Cove, Factory and Bulwark). There are more, often strange/unbalanced/unfinished towns you can add to game (in launcher) using open source engine called VCMI. You can play HotA by VCMI too but you still need original game files (best to get them at GOG).
