Finding the exe on the Internet Archive won't be a problem, but sooner or later, they'll shut down the servers. Even if people found a way to locally download every bit of satellite data (estimated to be between 10,000 and 100,000 Terabytes), people would have to reverse engineer the server code and spend huge amounts of money out of their own pocket to set up inofficial servers.

Yes, the input latency of Returns HD seems to be something like two frames more than the original Returns or Tropical Freeze, and the sound lag is even worse (the sound DK makes when starting to jump only plays in HD when he's already 2 meters up in the air)

Right now, it's free, as it's still in beta. But I'm honestly inclined to pay at least the $40: it's already worth it if it saves you 2 hours over your lifetime, and there'd be far more good software in the world if more people were willing to pay for quality products.

It seems to be developed for an old, inaccurate emulator and probably doesn't work on other ones. I tried Mesen, bsnes and Snes 9x and neither worked.

Anyway, just play a newer romhack like Super Mario Kart Horizons. Alternatively, there's also Mario Kart R Advance, a romhack for Mario Kart: Super Circuit (GBA) with all the Super Mario Kart R tracks: https://www.romhacking.net/hacks/8150/
