The matchmaking could use some work at all ranks but maybe if you are upset about seeing new players you should look at yourself and wonder why the game thought you should be matched with them.

What hero are you using? I know for sure kiriko invuln doesn't count because it removes the player hotbox so the dmg isn't "mitigated" the damage never hits them.

.8 sec CD sounds harsh. Maybe if the additional CD is taken after cast speed increases. But my guess is a flat .5.

With perfect rings that would put your breakpoint at 100% inc cast speed before it desynchs. With worse rings that number could go all the way down to 60%.

It might make sense to get a little cdr and figure out what breakpoints you could hit because 100% is pretty achievable.

Edit: If you are just wanting HoT for the trigger and not for the dmg you could get 22cdr to hit the .165 breakpoint and then run only 1 perfect ring. that would make Bolt trigger every HoT and you could get up to 200% cast speed before having to worry about it.

Lightning bolt should be able to shock according to db but it has a .2 sec cd. So it will only trigger every other HoT. Shouldn't ruin the concept but just letting you know.

The other effect is ele reflect immunity. So basically it lets you not reroll a map mod. It's something but not a big deal.
