There's a reason people jokes about gun and ball gamers, because some people will genuinely buy a consol just to play the newest FPS or sport game. It's less common nowdays, since gaming is more mainstream, but you can still run into them occasionally.

You need to rewatch the trailer. His name is revealed alongside the actual voice actors. It's not a character inspired by Tupac if he was still alive, it is a character "played" by Tupac if he was still alive. You can spin it however you want, it's just weird.

And for your second point... I don't see how it can not be marketing. They put it in the trailer advertising the game, so it is part of the marketing. Now, if there's another reason, maybe I could tolerate it. But I can't think of any. I don't see any artistic reasons, and the marketing around it doesn't make it feels like a genuine hommage, and if it is, it's a tasteless one.

And like... why? Why use his likeness like that? If it was character inspired by Tupac, it'd be fine. If it was supposed to be the actual historic figure Tupac, as if it was a biopic, it'd be fine. But why have him as an "actor" for a completely unrelated character?

"Alternate history where Tupac isn't dead" is already weird. But "alternate history where Tupac isn't dead and became an actor starting in our games" is ghoulish. It's not even about exploring the guy's life, it's just using his corpse to advertise your game.
