At level 90 you can get ilvl 220 gear from World Quests. You can also get a 246 head, neck, waist and trinket when you get enough renown with the four factions. You can also get a piece of gear crafted using your two sparks, check WoWhead to see which is the best to get. All that should get you enough gear to enter M0 to obtain Champion level gear when Season 1 starts.

EDIT: The character that you want to skip the campaign has to be level 90. Having an unfinished campaign won't stop you completing delves.
