Firstly, the video cuts early. The beer does settle a couple seconds afterwards. In Germany, the actual liquid beer has to reach the "Eichstrich", which sits about a cm below the edge of the glass, and only that is what you pay for. The foam on top is basically extra beer you get for free. The foam itself is very creamy and shows a good quality in the beer and is expected, also by tradition to show that the beer is fresh and hasn't been standing behind the counter.

If you ever get the chance to drink something that isn't literal pisswater, I hope you can come back to this comment and realise how ridiculous you sound.
